Overview on CBMS and Survey Conducted

Purpose of the Validation Activity:
1.Present in an assembly the major findings of the CBMS survey of the economic status of the community where the information was collected.
2.Get feedback from the community on the accuracy of the information gathered by the CBMS enumerators.
3.Identify the major problem areas and possible interventions.
4.Provide inputs for the preparation the Socioeconomic Profile and the Annual Development Investment Plan.


What is CBMS?


- An organized way of collecting information at the local level for use of local government units, national government agencies, non-government organizations, and civil society for planning, program implementation and monitoring.
- A tool intended for improved governance and greater transparency and accountability in resource allocation.


Rationale for CBMS Work


Lack of necessary disaggregated data for:
   •Diagnosing extent of poverty at the local level
   •Determining the causes of poverty
   •Formulating appropriate policies and program
   •Identifying eligible beneficiaries
   •Assessing impact of policies and programs
Need for support mechanisms for the implementation of the decentralization policy

•Taps existing LGU/community-personnel as monitors
•Has a core set of indicators but system is flexible enough to accommodate additional indicators

Localizing the Millennium Development Goals (MDG) through the use of CBMS Information

What is Millennium Development Goals (MDG)?

In September 2000, member states of the United Nations gathered at the Millennium Summit to affirm commitments towards reducing poverty and the worst form of human deprivation.  They adopted the Millennium Declaration which embodies specific targets and milestones in eliminating extreme poverty worldwide.  The Millennium Development Goals (MDGs), set within 2015, affirm and reinforce the agreements on the goals and targets reached at the global conferences of the 1990s.

The Millennium Development Goals (MDG):
GOAL 1
Eradicate extreme poverty and hunger. (Alisin ang matinding paghihikahos at kagutuman)

Achieve universal primary education. (Magkaroon ng Pangkalahatang edukasyong primarya)
GOAL 3
Promote gender equality. (Isulong ang Pantay na Pagkakataon para sa Lalaki at Babae)

What will be the role of Orion in achieving the MDGs by 2015?

In 2004, in coordination with 2 NGOs (PRRM & Social Watch, Phils.) Orion was chosen along with other 5 municipalities in Northern & Central Luzon to localize the MDG.  Few months after orientation of the municipality on localization of MDG, the DILG thru MC No. 2004-152 came up with the guide to LGUs in the Localization of the MDG.

In so by the end of 2004, Orion commitment to MDG localization has been mobilized, in the absence of reliable and accurate information, PPAs in response to the MDGs were integrated in the various development plan, though most PPAs are general in nature, the financing scheme of doing these things have been ensured through the Annual Investment Plan.

Realizing that to be more responsive to MDGs, the need to find the real problem is necessary that way solutions is bullseye.

Problem Finding-Solution Finding

Our initial steps to MDG Localization.

Ø In the last quarter of 2004 to temporarily make our share in MDGs’ Localization, we integrate in various PPAs which are MDGs responsive.  The action is temporary due to the absence of first hand and reliable information.

GOAL 1
Eradicate extreme poverty and hunger. (Alisin ang matinding paghihikahos at kagutuman)
-  Strengthen food security program
-  Strengthen cooperatives thru the SULONG Program, specially on livelihood programs.
-  Installation/improvement of deep well, shallow well & barangay water system
-  Provide more livelihood program through the DSWD Livelihood program.
GOAL 2
Achieve universal primary education. (Magkaroon ng Pangkalahatang edukasyong primarya)
- Through the national government, employ additional teachers, construct additional classrooms and provide needed school facilities  for all elementary  school and the ONHS in Orion.
- Enactment of the Orion Children’s Code & Orion Development Plan for Children.
GOAL 3
Promote gender equality. (Isulong ang Pantay na Pagkakataon para sa Lalaki at Babae)
- Enactment of Orion Gender Equality and Women’s Empowerment Code
- Provision of Livelihood Program for women through DSWD Program

GOAL 4
Reduce child mortality. (Pababain ang pagkamatay sa murang gulang)
- Construction of one Lying-in Clinic in Brgy. Villa Angeles
- Implementation of the “Health for All Program” where one of the major target is to reduce child mortality.
- Monitoring of 0-5 years old children in the barangay outside the scope of the ECCD Program.
GOAL 5
Improve maternal health. (Isaayos ang Kalusugan at Pagbubuntis)
- Construction of one Lying–in in Brgy. Villa Angeles
- Re-energized the implementation of the Mothers Class Program under the MSWDO.
- Implementation of the “Health For All Program” where one major target is the improvement of maternal health
GOAL 6
Combat HIV/AIDS, malaria, and other diseases. (Labanan ang HIV/AIDS, Malarya at iba pang mga sakit)
- IEC for in-school and out-of-school youth ages 13-16 to increase awareness on STDs and HIV prevention
- Regular community clean-up drive
- Implementation of the “Health for All Program” to promote improved health services.
- Regular monitoring of employed women most prone to sexually transmitted diseases.
GOAL 7
Ensure environmental sustainability. (Panatilihin ang pangangalaga ng Kapaligiran)
- Revision and enactment of the CLUP 2005-2035
- Formulation of Ecological Solid Waste Management Plan
- Enactment of Orion Environmental Code
- Establishment of Mangrove Nursery Plant and conduct of tree planting both in the coastal (Sagip-Bakawan Program) and upland area (CBFM).
- Implementation of the Bataan Coastal Strategy/Coastal Sea Use Zonation Plan
