MESSAGE
 

As we begin our new journey to 2007, I can’t help but savor our accomplishment in 2006.  Since my inception to the highest position in the town I began to dream, dreams that I firmly believe will propel our town’s progress, progress full of struggles and challenges that we were able to survive.

 

It is overwhelming to look back how we triumph over the obstacles in 2001, through wise and frugal spending we made a dramatic turn-around by the end of my first term, with a surplus of at least P3Million. With that accomplishment there is no sweetest reward but a fresh mandate from your constituents. 

 

Now as I end my second term, our effort to instill financial stability was formally recognized in 2006, from 4th class Orion is now a third class municipality.  As we continue the journey the second class income reclassification is within our reach.

 

While political foe underestimated our accomplishment, it is with our constituents who believe in our leadership that we draw strength.  It is with those stakeholders whom we serve that we get inspiration.

 

With pride and honor let me share to you the State of the Local Governance Report for CY 2006, embodying the hardwork, perseverance and cooperation of both the executive and the legislative branch and the various sectors of the community who we open regards as partners in pursuing our battle cry, Ituloy ang Pagsulong ng Udyong!

EXECUTIVE SUMMARY

 

An honest to goodness assessment using the LGPMS is a great tool for the local government unit to assess their performance for the past years and make comparison to the previous years.

Comparing is gauging how much the LGU advance or how backward it was.  The year 2006 is a year the current leadership can boast of, the fact that 2006 is when Orion was formally reclassified to 3rd class is a big accomplishment.

Slowly the vision of the municipality is now turning to reality.   Although there are still a lot to be done but much have been accomplished

In terms of governance, needed policy and legislation in support for quality services have been provided.  The enactment of resolutions and ordinances to sustain local development has been put in place. 

Since 2004 availability of information on LGU plans, programs, records and special events are within reach through the web or through the planning office and other offices concerned.

While in the formulation stage various plans were made in participation of the POs/NGOs in the community, they likewise are invited to participate during the implementation stage.

A concrete proof of Orion pursuing development is the availability of a revised CLUP to guide the physical development it will pursue in the next 30 years.  Orion probably is the only LGU were information is easy accessible, it’s Ecological Profile, Orion Encyclopedia and CLUP is downloadable through the www.udyong.com, the official website of Orion. 

The effort of the LGU to increase its coffer over the years does not skip the eye of the Department of Finance thus it was reclassified into 3rd class municipality and reduced dependency on IRA by 2%.  Financial accountability is in place, does COA have no negative finding for its financial transaction for 2006.  With the computerization of the real property tax system through the eRPTS much has to be expected in terms of real property collection.  With the increase in IRA and local tax collection, basic needs are effectively and efficiently provided, needed infrastructures are implemented.

With effective budgeting and accounting system the financial condition of Orion remains healthy, this is because of the wise and frugal spending observed by the present administration.

Streamlined business permit processing continues to create positive and good image for Orion, with San Miguel Corp. as its newest locator,   prospect is really bright for the municipality.

Municipal Health Office is one of the best performer among the municipal offices in Orion providing basic services, with its comprehensive and integrated program called “Health for All”  it is expected that negative findings will soon be turn into positive one.

 

The Implementation of Community Based Monitoring System (CBMS) is expected to make a 360 degrees turn-around in term of the delivery of basic services and improvement of economic life of the people of Orion.

Our effort to protect the environment will soon be rewarded, that of making people aware of their moral responsibilities in taking good care of our environment.

This year’s performance should not dampen our spirit in areas where we perform weak but instead it should encourage us to do better.

 

   

 

PART 1

 

The State of Performance

 

 

 

The underlying capacity of the local government unit of Orion is anchored on wise and frugal spending.  This means with the meager resources priorities must be based on the basic and priority needs of our constituents coupled with resourcefulness to encourage funding from outside agencies.  This capacity is seen in terms of existing structures, policies, guidelines, administrative systems, managerial and technical competencies, tools, facilities, equipment, and financial resources.  Among these, financial resources remain to be the most challenging obstacles the LGU has to surpass.   Among the five performance areas of governance, administration, social development, economic development and environmental development let us see how the Orion pair.

 

 

 

  • Governance.   On the performance area of governance there are three service areas measured local legislation, transparency and participation.  The LGU gauged whether needed legislative action is present in support to sustain local development and ensure high quality service delivery.  Accordingly the Sangguniang Bayan was able to provide for effective Legislative Agenda, thus a perfect score of 5, meaning all sub indicator have been positively achieved.  All legislative measure in support of the Executive Agenda has been track down and positively addressed.

However resolutions and general ordinances have still to be codified and provided with in support of the social, economic and environmental development.

In terms of transparency, Orion managed to make that all information on LGU operation are accessible and shared to the people thru its website, the www.udyong.com as the premier window of information to the people of Orion, thus both indicator show a green color in the color wheel.  In the addition to a very effective website, manual and traditional means of informing people is effectively use to ensure that transparency is present in all offices of the municipality, this further enhances LGUs engagement with the NGOs and POs.  Since 2005 with almost all mandated plans are already formulated, people can now benchmark the LGUs performance vis-à-vis the approved plan.

In terms of participation, through the years Orion was able to encourage the participation of more and more sectoral organizations in the various programs, projects and activities it has undertaken in the different sectors of the community.

 

From the time these PPAs have been conceptualized down to its implementation POs and NGOs are in the picture to ensure that their respective concerns are being addressed.  A manifestation of these is the good relationship between the LGUs current leadership and the accredited NGOs/POs in the municipality.  The 20% Development Fund over the past years have been spent in most cases in population-in-need (93.59), this is so because they are considered partners from the time the PPAs was conceived down to its implementation.

 

  • Administration.  In the performance area of administration, five areas have been looked into at least for 2006 these are development planning, revenue generation, resource allocation and utilization, financial accountability, customer service and human resource management.  In the service area of development planning for 2006 and even prior to that the current administration has high regards on the role of the various sector of the community, LDCs composition is based on the provision of the LGC.  The formulation of the CLUP,CDP, LDIP and the Annual Investment Plan adheres to consultative and participative manner.  Browsing the color wheel these five performance indicator can be seen as color green meaning a very good performance for 2006.  Since 2005 and the following year thereafter information are available and accessible both manually and through the website 

In terms of revenue generation, the formulation or revision of Revenue Code in 2005 signals the serious intention of the municipality to increase the coffer of the municipality which is very crucial to realize the development plans for the town.  However planning is different from implementing, efforts must be exerted yet to realize the very goal of making Orion a self sufficient municipality, with all the 6 elements present in the revised Revenue Code it ensure success only if it is implemented with political will.

The year 2006 shows the determination of the LGU to really systematize the real property assessment, with the project electronic RPTS or eRPTS implementation at least the stage has been set and the LGU can expect its positive results in the years to come.

Analyzing the cost collection ratio of the LGU at 27.21%, Orion spending is rather low or high. What is to be look at this figure is whether the present manpower is enough or need to reinforce to improve collection or re-evaluate each of the manpower functions to know if they are really maximizing the effort to improve their collection.  The local revenue has exceeded its target, however real property tax has still to be improved.

Public enterprise as in the past years shows a bleak performance this can be attributed from the fact that salary of both the public market and those who are not directly involved in its operation is being charged at the budget of the public market operation, the slaughterhouse operation on the other hand is not really a potential in terms of income generation considering that the volume is very minimal. 

In 2004 Orion’s dependency to IRA is 79% now (2006) local revenue strengthens to about 22.90% or 77.10% dependency on Internal Revenue Allotment.

Resource allocation and utilization  remains to be very effective, its operation is within limit without sacrificing the delivery of basic services.  Budgeting processes is religiously satisfies statutory and mandatory obligations, disbursement is based on standard accounting system.

As to financial accountability, Orion managed to put in placed a high quality of internal control system, with the proposed adoption of the eNGAS now already in the gestation stage a much improved financial accountability is expected in the years to come.  With frugal spending as its basic principles, Orion operates within financial capacity thus no borrowings has been made since 2001.

Customer service is one area that this present administration has work on from public impression of not too friendly front liner, it was improved into one and business permit, building permit, MTOP application and the like has been streamlined further. Frontline personnel were task to provide fast and efficient customer service.

The current leadership of Orion believes that competent and professional LGU personnel ensure effective and efficient delivery of basic services.  Although some effort is still to be exerted to maximize the effectiveness of the personnel office the present set up provides for at least the qualified personnel.  However systems of awards and incentives have to be implemented to encourage personnel to really perform excellently.  With the rating of 85.94 it shows that LGU personnel are given chance for capacity-building initiatives for their career development. Outstanding performers are then promoted into higher rank or plantilla position in recognition of what they have contributed to the organization.  Recognizing the importance of exposure of the personnel to development activities, the LGU through the HRMO ensures that deserving and qualified personnel availed of these opportunities.

  

  • Social Development.  In the performance area of social services there are four (4) service area measured these are:  health and nutrition, education, housing and basic facilities and peace, security and disaster risk management.

Pursuant to Section 16 of the Local Government Code, it is the primordial duty of the LGU to promote good health and nutrition among citizens.  The presence of appropriate structures, health workers needed and facilities are some of the factors use to measure how effective is the delivery of health and nutrition in the municipality.  The composition of the Local Health Board is in accordance with Section 102 and accordingly discharge their duty in pursuant to Section 103 of the LGC, Orion rating here is high, except due to the lack of committees for advisory functions to the Sangguniang Bayan all elements have been complied with.  However the whole council itself served as advisory body in all aspect of health and nutrition.  Of the 23 barangays only half of these number have functional BHC, it is expected that by the early 2007 functional BHC will be 100%.  Due to budgetary constraints needed health workers cannot be provided for the meantime, however in terms of the needed doctor one is being employed to complement those area in the outskirt of the town.  With the revitalized MHO, the Health for All Program is being fully implemented thus in terms of the percentage of fully-immunized children the score of Orion is very high at 98.69.  Another manifestation of the effectivity of this program is the low number of 0-71 month children below normal,  least than 7%, infant mortality is also very low at 1.85% same is true with the mortality of children aged 1-5.  Except for maternal mortality all the rest  requires maintenance. 

Education is among the priority thrust of the present local administration, in support to the national goal, Orion is staunch supporter of giving quality education to its student.  Ensuring the completeness of the Local School Board as well as its functionality is a proof that indeed Orion is serious to provide quality education.  Of the 23 barangay all are provided with pre-schools.  The performance level in terms of the quality of alternative learning system is 4 which is high, this means that of the for elements of ALS only one has not been meet.  For both the elementary and secondary school age participation rate it surpassed the national standard of 96.77%, however in the secondary completion rate is place at 89.86% or medium.  The data gathered for both the completion rate of the tertiary and vocational has still to be validated further as this does not includes the actual count of those studying outside the town.  Literacy rate is only 82.25 way below the national standard. However the data gathered is to be validated further.   

To address the shelter and basic utility needs of the citizen.  The municipality through the MPDO was able to establish a database and basic utilities need of its constituents.  Sine 2004 a Local Housing Project of Orion was implemented in Bilolo to cater to landless constituents in the area.  Now the 144 beneficiaries has their own land they will pay at a meager monthly amortization.  Through physical observation most of the beneficiaries is little by little initiated some improvement in their shelter.  However, there still much to do, people living along the coastal area of Capunitan whose dwelling place are all makeshift must be relocated soon, this account to barely 1.69%.  Accordingly the result of the CBMS will further enhance the housing program of Orion.  Data on the access to safe water, houses with sanitary toilet is now being validated against the result of CBMS survey, as soon as reliable data comes out projects that will resolve the problem will soon be implemented.  Problems to the electrification is estimated to be 10% most of this are living in the far-flung sitios located at the forested area of barangay Daan Pare, Bilolo and General Lim.

In terms of peace and security, Orion remains to be a place of peace and tranquility, a safe place for its inhabitants and visitors alike.  Integrated Area/Community Public Safety Plan is carried on very well despite the lack of enough number police personnel to provide such services, however police visibility has been very good and instrumental in the maintenance of peace and order in Orion.  Barangay Tanods who are in charge of the peace in order in the barangay generally delivers the services expected to them by the people.  The lack of data with regards to the organization of Lupong Tagapamaya and index and non-index crime has to be submitted yet.  In terms of risk management, the municipal offices concerns are always ready including the Disaster Risk Management Plan in any eventuality.

 

  • Economic Development.  In a municipality like Orion, agriculture and fisheries plays a crucial role in pursuit of economic development. This is because large part of the municipality still engages in agriculture most of its inhabitants rely on the bounty of nature for its subsistence and progress.   Orion urbanization trend for over the past years show fast urbanization of its poblacion barangay   Business establishment sprout like mushrooms these are manifestation the Orion economy is booming.

Through the Office of the Municipal Agriculture LGUs program in support of sustainable agriculture is being carried out.  Despite limited resources coordination with provincial and national office has been very effective and carrying out the needed support of the agricultural sector.

 Demonstration farm are present in the municipality but in spite of this the traditional beliefs and practices remains to be a stumbling block in agricultural development in some areas.

Small entrepreneur in Orion is thriving.  Local Investment Promotion Code is in place to encourage investment.  Despite the turtle walk phase the potential of transforming Orion into business and industry have is great, with its strategic location and infrastructure support realization of this dream is within the reach of our hand.  One such major investment is San Miguel Corporation who locate its model broiler farm in Asia in General Lim, Orion, is expected to operate soon.  Despite the low investment at least in number of new enterprise, major investment such as SMC creates jobs to the existing labor force. Unemployment rate is still a major problem of the municipality,  the strategic location of Orion should be optimized, thus skills training program to match the market demand is already in the pipeline to address the problem.

 

  • Environmental Development.  There are two performance area measured to determine environmental development of Orion, first the natural resources management and second the waste management and pollution control.

Various policies in support to sustainable development of both the forest and the coastal area of Orion have been enacted, however the same has not yet codified.  The level of awareness on the importance of nature among the people of Orion, thus participation in conservation and rehabilitation activities of the forest and the sea is very well participated.  Orion is the only municipality in Bataan that is maintaining a mangrove nursery for its grove planting.  Its existing policies on municipal water is further re-enforce with the integrated formulation of the Bataan Coastal Use Zonation Plan and Bataan Coastal Strategy.  Orion is also a staunch supporter of the Kontra Kalat sa Dagat and the Earth day activities.

Orion SWMB is still expected to make a bold move in respone to the compliance to RA 9003.  The present system of waste management is without segregation in the barangay level, only scavenger in the dumping area retrieving some recyclable materials for their living the rest of the waste are din backfilled..  Solid Waste Management Plan is still to be formulated, initials step to gather data on solid waste and waste characterization has been undertaken.

 

  • Priority Areas for Action.

 

Governance.  In the performance area of governance the following must be prioritized:

1.      In terms of local legislation, the codification of general ordinances and resolution must be given priority.  The same must be done for policies in support of social, economic and environmental development.

2.      Despite the easy access of POs and NGOs in dealing with the LGU, assigned desk or other mechanism in support to this must be institutionalized.

 

Administration.  Under the performance area of administration the following must be given attention:

1.      Although Gender and Development plan are installed in every office as a part of regular performance target.  It is recommended that the same should be treated separately, to give emphasis and at the same time measure its effectiveness target vis-à-vis the actual performance.

2.      Financing scheme should be included in the CLUP and LDIP to ensure that provisions that need to be realized are being implemented.

3.      Monitor the implementation of the eRPTS to measure if the system is capable of improving the coffer of the LGU.  Include expenditures on computerization of the system in the computation of the cost collection ratio, will increasing expenditures on tax collection increase collection of tax?

4.      To get a better view of Revenue Target Accomplishment Rate, graphical presentation must be shown both on the MTOs annual report or display in the bulletin board to encourage personnel to achieve should be achieved.  Separate report on RPT and local sources  must be submitted.

5.      Financial report does not reflect true operation of public enterprise as charging of personnel indirectly involved in its operation are being charged to its operation, to get a vivid report of public enterprise includes expenses directly spent on its operation of the public enterprise alone.  

6.      Despite improve collection from local sources focus must be given on additional sources of income in order to further reduce the dependency on IRA.

 

Social Development.  The following are the priority areas that need to be acted upon on social services:

1.      Responding on the last years SLGR, the low percentage on barangay with functioning BHC has been initially addressed and is expected to be 100% functional by the ensuing year.

2.      The present ratio of public health worker to the population is far from the standard, especially the ratio of doctor to population, improving financial capacity of the LGU will allow it to hire doctors to cater or at least pass the standard required.

3.      The root cause of low percentage of pregnant provided with pre-natal care can be attributed to two, one is the lack of health personnel and second the lack of awareness of pregnant women on the risk of not having a pre-natal check-up.

4.      Data on education at least for this report cast doubt on its accuracy, to further verify it report will be validated against the result of the CBMS survey conducted in 2006.

5.      In coordination with the concerned barangays updating of the data as of peace and order and risk management should be updated.

 

Economic Development.  In the area of economic development the following are the priority areas:

1.      Encourage farmers to join cooperative and other organization in support of the agriculture sector by way of IEC.  Ask MAO to further validate/update their data on farming and fisheries.

2.      Analyze the characteristics of constituents in working age or labor force in order to know if it match the nearby labor market or at least know what training skills program to provide.

3.      If the income per capita of Orion is to believe, cases of poverty in Orion must be rampant, if physical attribute is the benchmark you’ll observe that most houses are of hard or strong materials.  It could be that many people does not tell the real income of their family, thus the data gathered is not reflective of the real economic situation in the town.

 

Environmental Development.  In terms of environmental development the following needs an urgent action:

1.      Enactment of Orion Environmental Code.

 

 

 

 

PART 2

 

The State of Productivity

 

 

 

 

This part reports the state of productivity or the availability and quality of basic services delivered by the LGU of Orion to its constituents.  It also attempt to compare its performance in 2006 to that of 2005.

 

  • Governance. With only of the three elements present, performance level of Orion with a regards to the presence codes in support of social, economic and environmental development is considered medium. 

CLUP,CDP,LDIP, AIP and other thematic plans are accessible in Orion, Copy CLUP is in fact downloadable through the official website of Orion the www.udyong.com .  In this service area the score of Orion is very high having the 6 elements all present.

Measuring administration in terms of development planning Orion was able to deliver a quality CDP,CLUP and Gender and Equality Plan through the later has to be segregated and compiled on its own.

The performance level of the municipality in terms of  RTAR is very high this means that actual collected overshoot the projected collection for 2006 at least from locally generated income. Accomplishment rate on RPT barely reach the 50% mark . Orion dependency to IRA is still a high 77.10%

  • Administration.  A review on the projection on the collection of RPT must be undertaken to know if it is realistic, if so improve RPT collection by way of IEC.

Report must be made on the operation of the public enterprise alone to determine is profitability.

Effort must be made to slowly decrease Orion dependency to IRA. Resource allocation and utilization particularly expenditures on personnel services falls within medium performance level meaning its does not exceeded the 45% limitation for 3rd class municipality lkike Orion.

In the service area of financial accountability, Orion can boast of its performance for 2006 as it achieved 0% of disbursement with negative COA findings.  Except for the failure of the LGU to advertise its certified financial statement in local media, the other entire four element under this indicator have been achieved.

 

Speaking of customer service Orion efficiently served its clientele.  The absence of customer complaints for 2006 is a manifestation that they have high satisfaction in terms of securing various permits from the LGU.  Through the initiatives of the Department of Trade and Industry to further streamlined the issuance of local permit, Orion was able to further reduce the average waiting time of its clientele.

Still under the performance area of administration, the participation of plantilla staff in human recourse development plays an important role achieving the vision of the municipality, in this area the score of the LGU is very high,  plantilla personnel are continuously exposed to various training to further develop or hone their skills and knowledge.  This exposure includes both outside and local initiatives.

 

  • Social Development.   The percentage of women provided with pre-natal care is only 46.19 or an adjectival rating of medium, this is the manifestation of the lack of health personnel to undertake visitation in the far-flung area and the low awareness of some mothers on the benefits of natal care.  Assessing the percentage fully immunized children for 2006, Orion has almost 100% accomplishment.

The result of the output indicator, secondary participation rate cannot be rely one.  Further validation of the data gathered will be undertaken.

Although the municipality has an existing Local Housing Project, it does not involved construction of houses, however most of the beneficiaries was able to avail of lot was able to construct house made of hard and strong materials, on their own.

No available data to assess effectiveness of Lupong Tagapamayapa, especially the number of disputes resolved.

 

  • Economic Development.  The following output indicators show more or less the state of productivity of agriculture and fisheries in the municipalities. IN terms of membership to farmers and fisher folks cooperative the performance level of LGU according to the MAO report is low.  The percentage of beneficiaries of extension program is high among farmers and very high among fisher folks.  Access to barangay to nearby market is also very high, indicating the serious intent of the LGU to propel the agriculture industry to economic development.

With the location of major player in economic development of Orion,  San Miguel Corporation though it has to formally  begin its operation has already created a lot of jobs as a result of this major investment.   Percentage of new enterprise and business is likewise high, indicating a very bright future in terms of economic development of Orion.

 

 

  • Environmental Development. True to its reputation of one of the front liner in natural resources management, the LGU continuous to draw the participation  of the various CSOs and the community in the participation to Kontra Kalat sa Dagat and Earth Day.

The level of awareness of Orion constituents on solid waste management is reflected on the high percentage of solid waste reduction,  and industry player although on a handful of them is also aware of their social responsibility through self instilled pollution control. 

 

  • Priority Areas

Governance.  

1.  Codification of General Ordinance must be prioritized.  Enactment of Orion Children Code must likewise be undertaken as of the last quarter of 2006, discussion on the endorsement of Orion Children’s Code have been undertaken by the Municipal Council on the Protection of Children

 

Administration. 

1.         One area that needs priority action is the formulation of separate Gender and Development Plan, despite the present of GAD in the budget and performance target of each municipal office, the need to segregate it is necessary, by doing so monitoring and evaluation will be easier, beside budget for GAD is specifically mandated.

2.         Reformulate Revenue Target Accomplishment consider the trend at least three to five years back.

3.         Segregate accounting of public enterprise, include or account expenses and income that are relevant to its operation.

 

Social Development. 

1.           With low percentage of women provided with natal care, the MHO should addressed this problem as this may result to other problem.  This is proposed to among the priorities of the MHO in response to the call of the MDG.

2.           Elementary and high school education must be made more accessible, although score are high of the problem or those who failed to finish elementary and high school must be given assistance in order to finish education which will eventually become their foundation to better life.

3.           Based on the CBMS survey conducted in May 2006 access to school is the main problems of far-flung barangays, accordingly they requested that this issues be addressed immediately, as most of this students really desires to finish education but to no avail due to lack of money to finance the every transportation fare. 

 

Economic Development.

1.      Build data base on farmers and fisherfold, assess why most of them does apply for membership to cooperative.  If its is for the lack of information  conduct IEC on the existing cooperative/organization and what benefits they can get or avail as the selling point for their membership.

2.      Identify  more road connecting the farm production area to the market and if in the long run provision of such road will be feasible, plan for one and avail outside funding agency for implementation if the LGU cannot afford to implement it.

 

 

 

 

PART 3

 

The State of Development

 

 

This is the result of the performance measurement of Orion for 2006 in terms of the outcome or state of development.  State of development refers to the socio-economic and environmental condition of the Municipality of Orion which manifests the results of actions or inactions of the government and other stakeholders, sectors and individual.

 

  • Social Development. 

 

The performance level of Orion in terms of the percentage of children aged 0-71 months is only 6.52% by adjectival rating is medium, the number is not substantial to affect the nutritional status of children 0-71 months in Orion.  However this data should serve as a caution and must be eliminated in due time.  Infant mortality is 1.52% this reflects the effective program of the MHO to reduce child mortality in Orion.  As to the mortality rate of children aged 1-5 barely does it has a case, meaning proper health care are being effectively delivered.  Mortality rate among mothers is high, however intensive program has been undertaken since 2006 its effect will then be reflected by 2007.

4.        Improve access to public elementary and secondary school.  Or provide mobile school within reach of the people in the outskirt.

5.        Provide alternative learning system to increase literacy rate.

6.        Coordinate with barangay on the pattern of in-migration to avoid influx of informal settlers especially the coastal area.

7.        Coordinate with the water district and communicate the finding of CBMS survey which is a reflection on the non-trust on the services the water district offers.

8.        Request the Orion MPS to provide data on incidence of index crime and non-index crime.

 

Economic Development.

1.       Establish a system through the Municipal Agriculture Office on how they can gather information with regards of crop yield in the locality.  If it is really low introduce new technology that can help farmers improve their yield.

2.       Characterize the composition of unemployed labor force to determine what causes the high unemployment rate despite the strategic location of Orion to the nearby labor market.

 

Environmental Development.

1.      Required compliance to the Ecological Solid Waste Management Act especially those in the barangay.

2.      Re-organized Solid Waste Management Board.

3.      Formulate SWM Plan for the municipality.

Priority strategies in pursuit for development of Orion should not change yearly.  This is  to ensure  the continues of programs, projects and activities rather enhancing those that need to be enhanced must be made.

 

·        A more aggressive and an honest to goodness campaign against the number social menace in the municipality, drug addiction.

·        Implementation of a more comprehensive “Health For All Program” of the municipality

·        Computerization program of the whole local government system from the municipal level down to the barangay.

·        Convergence through the LGU website www.udyong.com, reaching out to all, solicit help for the less. 

·        Making public enterprise work and delivering for the municipal coffer.

·        Improvement of the municipal abode for effective and efficient delivery of services.

·        Attracting investment to propel economic activities and create jobs and business opportunities for the people of  Orion

·        Continuous implementation of the Sagip Bakawan expanding it to cover Sagip Kagubatan.

·        Adoption with some customization of the programs like Kung Maliit ang Pamilya kayang-kaya, Gawad-Kalinga and honest to goodness localization of the Millennium Development Goals through Community Based Monitoring System (CBMS).
