REPORT
CY 2006

As we begin our new journey to 2007, I can’t help but
savor our accomplishment in 2006. Since
my inception to the highest position in the town I began to dream, dreams that
I firmly believe will propel our town’s progress, progress full of struggles
and challenges that we were able to survive.
It is overwhelming to look back how we triumph over
the obstacles in 2001, through wise and frugal spending we made a dramatic
turn-around by the end of my first term, with a surplus of at least P3Million. With
that accomplishment there is no sweetest reward but a fresh mandate from your
constituents.
Now as I end my second term, our effort to instill
financial stability was formally recognized in 2006, from 4th class
Orion is now a third class municipality.
As we continue the journey the second class income reclassification is
within our reach.
While political foe underestimated our
accomplishment, it is with our constituents who believe in our leadership that
we draw strength. It is with those
stakeholders whom we serve that we get inspiration.
With pride and honor let me share to you the State of
the Local Governance Report for CY 2006, embodying the hardwork, perseverance
and cooperation of both the executive and the legislative branch and the
various sectors of the community who we open regards as partners in pursuing
our battle cry, Ituloy ang Pagsulong ng Udyong!

EXECUTIVE SUMMARY
An honest to goodness assessment using the LGPMS is a
great tool for the local government unit to assess their performance for the
past years and make comparison to the previous years.
Comparing is gauging how much the LGU advance or how
backward it was. The year 2006 is a year
the current leadership can boast of, the fact that 2006 is when Orion was
formally reclassified to 3rd class is a big accomplishment.
Slowly the vision of the municipality is now turning
to reality. Although there are still a lot to be done but
much have been accomplished
In terms of governance, needed policy and legislation
in support for quality services have been provided. The enactment of resolutions and ordinances
to sustain local development has been put in place.
Since 2004 availability of information on LGU plans,
programs, records and special events are within reach through the web or
through the planning office and other offices concerned.
While in the formulation stage various plans were
made in participation of the POs/NGOs in the community, they likewise are
invited to participate during the implementation stage.

the municipality.
Municipal Health Office is one of the best performer
among the municipal offices in Orion providing basic services, with its
comprehensive and integrated program called “Health for All” it is expected that negative findings will
soon be turn into positive one.
The Implementation of Community Based Monitoring System
(CBMS) is expected to make a 360 degrees turn-around in term of the delivery of
basic services and improvement of economic life of the people of Orion.
Our effort to protect the environment will soon be
rewarded, that of making people aware of their moral responsibilities in taking
good care of our environment.
This year’s performance should not dampen our spirit
in areas where we perform weak but instead it should encourage us to do better.
PART 1
The State of


The underlying capacity of the local government unit
of Orion is anchored on wise and frugal spending. This means with the meager resources
priorities must be based on the basic and priority needs of our constituents
coupled with resourcefulness to encourage funding from outside agencies. This capacity is seen in terms of existing
structures, policies, guidelines, administrative systems, managerial and
technical competencies, tools, facilities, equipment, and financial
resources. Among these, financial
resources remain to be the most challenging obstacles the LGU has to
surpass. Among the five performance
areas of governance, administration, social development, economic development
and environmental development let us see how the Orion pair.
However resolutions and general ordinances have still
to be codified and provided with in support of the social, economic and
environmental development.
In terms of transparency, Orion managed to make that
all information on LGU operation are accessible and shared to the people thru

The 20% Development Fund over the past years have been spent in most

In terms of revenue generation, the formulation or
revision of Revenue Code in 2005 signals the serious intention of the
municipality to increase the coffer of the municipality which is very crucial
to realize the development plans for the town.
However planning is different from implementing, efforts must be exerted
yet to realize the very goal of making Orion a self sufficient municipality,
with all the 6 elements present in the revised Revenue Code it ensure success
only if it is implemented with political will.
The year 2006 shows the determination of the LGU to
really systematize the real property assessment, with the project electronic
RPTS or eRPTS implementation at least the stage has
been set and the LGU can expect its positive results in the years to come.
Analyzing the cost collection ratio of the LGU at

HRMO ensures that deserving and qualified personnel availed of these

Pursuant to Section 16 of the Local Government Code,
it is the primordial duty of the LGU to promote good health and nutrition among
citizens. The presence of appropriate structures,
health workers needed and facilities are some of the factors use to measure how
effective is the delivery of health and nutrition in the municipality. The composition of the Local Health Board is
in accordance with Section 102 and accordingly discharge their duty in pursuant
to Section 103 of the LGC, Orion rating here is high, except due to the lack of

mortality is also very low at 1.85% same is true with the mortality of children
aged 1-5. Except for maternal mortality

Education is among the priority thrust of the present
local administration, in support to the national goal, Orion is staunch
supporter of giving quality education to its student. Ensuring the completeness of the Local School
Board as well as its functionality is a proof that indeed Orion is serious to
provide quality education. Of the 23 barangay all are provided with pre-schools. The performance level in terms of the quality
of alternative learning system is 4 which is high, this means that of the for elements of ALS only one has not been meet. For both the elementary and secondary school
age participation rate it surpassed the national standard of 96.77%, however in
the secondary completion rate is place at 89.86% or medium. The data gathered for both the completion
rate of the tertiary and vocational has still to be validated further as this

outside the town. Literacy rate is only
82.25 way below the national standard. However the data gathered is to be

To address the shelter and basic utility needs of the
citizen. The municipality through the
MPDO was able to establish a database and basic utilities need of its
constituents. Sine 2004 a Local Housing
Project of Orion was implemented in Bilolo to cater
to landless constituents in the area.
Now the 144 beneficiaries has their own land
they will pay at a meager monthly amortization.
Through physical observation most of the beneficiaries is little by
little initiated some improvement in their shelter. However, there still much to do, people
living along the coastal area of Capunitan whose

beliefs and practices remains to be a stumbling block in agricultural
development in some areas.
Small entrepreneur in Orion is thriving. Local Investment Promotion Code is in place
to encourage investment. Despite the

industry have is great, with its strategic location and infrastructure support
realization of this dream is within the reach of our hand. One such major investment is San Miguel
Corporation who locate its model broiler farm in

development of both the forest and the coastal area of Orion have been enacted,

The level of awareness on the importance of nature among the people of
Orion, thus participation in conservation and rehabilitation activities of the
forest and the sea is very well participated.
Orion is the only municipality in

without segregation in the barangay level, only
scavenger in the dumping area retrieving some recyclable materials for their

Governance. In the performance area of governance the
following must be prioritized:
1.
In terms of
local legislation, the codification of general ordinances and resolution must

for policies in support of social, economic and environmental development.
2.

Administration. Under the performance area of administration

two, one is the lack of health personnel and second
the lack of awareness of pregnant women on the risk of not having a pre-natal
check-up.
4.
Data on
education at least for this report cast doubt on its accuracy, to further
verify it report will be validated against the result of the CBMS survey
conducted in 2006.
5.
In coordination
with the concerned barangays updating of the data as
of peace and order and risk management should be updated.
Economic Development. In the area of economic development the
following are the priority areas:
1.
Encourage
farmers to join cooperative and other organization in support of the
agriculture sector by way of IEC. Ask
MAO to further validate/update their data on farming and fisheries.
2.
Analyze the
characteristics of constituents in working age or labor force in order to know
if it match the nearby labor market or at least know what training skills
program to provide.
3.
If the income
per capita of Orion is to believe, cases of poverty in Orion must be rampant,
if physical attribute is the benchmark you’ll observe that most houses are of
hard or strong materials. It could be
that many people does not tell the real income of
their family, thus the data gathered is not reflective of the real economic
situation in the town.
Environmental Development. In terms of
environmental development the following needs an urgent action:

Orion Environmental Code.
PART 2
The State of


This part reports the state of productivity or the
availability and quality of basic services delivered by the LGU of Orion to its
constituents. It also attempt
to compare its performance in 2006 to that of 2005.
CLUP,CDP,LDIP, AIP and other

Speaking of customer service Orion efficiently served
its clientele. The absence of customer
complaints for 2006 is a manifestation that they have high satisfaction in
terms of securing various permits from the LGU.
Through the initiatives of the Department of Trade and Industry to
further streamlined the issuance of local permit, Orion was able to further reduce
the average waiting time of its clientele.
Still under the performance area of administration,
the participation of plantilla staff in human recourse development plays an
important role achieving the vision of the municipality, in this area the score
of the LGU is very high, plantilla
personnel are continuously exposed to various training to further develop or
hone their skills and knowledge. This
exposure includes both outside and local initiatives.
The result of the output indicator, secondary
participation rate cannot be rely one.
Further validation of the data gathered will be undertaken.
Although the municipality has an existing Local
Housing Project, it does not involved construction of houses, however most of
the beneficiaries was able to avail of lot was able to construct house made of

With the location of major player in economic
development of Orion,

the problem or those who failed to finish elementary and high school must be
given assistance in order to finish education which will eventually become
their foundation to better life.

Based on the
CBMS survey conducted in May 2006 access to school is the main problems of
far-flung barangays, accordingly they requested that
this issues be addressed immediately, as most of this students really desires
to finish education but to no avail due to lack of money to finance the every
transportation fare.
Economic Development.
1.
Build data base
on farmers and fisherfold, assess why most of them
does apply for membership to cooperative.
If its is for the lack of information conduct IEC on the existing
cooperative/organization and what benefits they can get or avail as the selling
point for their membership.
2.
Identify more road connecting the farm production area to the market and if in the
long run provision of such road will be feasible, plan for one and avail
outside funding agency for implementation if the LGU cannot afford to implement
it.

The State of

This is the result of the performance measurement of
Orion for 2006 in terms of the outcome or state of development. State of development refers to the
socio-economic and environmental condition of the
The performance level of Orion in terms of the
percentage of children aged 0-71 months is only 6.52% by adjectival rating is medium, the number is not substantial to affect the

undertaken, to know or assess what exactly the LGU can do to address this
problem.
Income per capita level of most families in Orion is
very, almost at the poverty threshold at least for

Social Development.

Improve

Or provide mobile school within reach of the people in the outskirt.

Coordinate with barangay on the pattern of in-migration to avoid influx of
informal settlers especially the coastal area.
7.
Coordinate with
the water district and communicate the finding of CBMS survey which is a
reflection on the non-trust on the services the water district offers.
8.
Request the
Orion MPS to provide data on incidence of index crime and non-index crime.
Economic Development.
1.
Establish a
system through the Municipal Agriculture Office on how they can gather information
with regards of crop yield in the locality.
If it is really low introduce new technology that can help farmers
improve their yield.
2.
Characterize the
composition of unemployed labor force to determine what causes the high
unemployment rate despite the strategic location of Orion to the nearby labor
market.
Environmental Development.
1.
Required
compliance to the Ecological Solid Waste Management Act especially those in the
barangay.
2.
Re-organized
Solid Waste Management Board.
3.
Formulate SWM
Plan for the municipality.
PART 4
Priority Strategies for Implementation
Priority
strategies in pursuit for development of Orion should not change yearly. This is to ensure the continues of programs, projects and
activities rather enhancing those that need to be enhanced must be made.

A more
aggressive and an honest to goodness campaign against the number social menace
in the municipality, drug addiction.
·
Implementation
